WEST MUGARANGO MP STEVE MOGAKA RAISES CONCERN OVER DELAYS IN RETIREMENT BENEFITS PAYMENTS

Speaking during a parliamentary session, Mogaka highlighted the plight of retirees who have waited for months or even years to receive their pensions and gratuities despite fulfilling all required documentation. He said the delays were causing undue hardship to elderly citizens who had dedicated their working lives to public service.

The legislator noted that many retirees in his constituency and across the country continue to struggle with basic needs as they await payments that are legally due to them. He urged the National Treasury, the Pensions Department and relevant agencies to streamline processes, eliminate bureaucratic bottlenecks and prioritise timely disbursement of benefits.

Mogaka pointed out that delays in retirement benefits have become a recurring complaint, with retirees frequently forced to make repeated follow-ups, travel long distances and endure financial strain while waiting for their dues. He emphasised that these payments are not a privilege but a right earned after years of service and statutory contributions.

The MP called for greater accountability and efficiency in the administration of the pension system. He asked the relevant Cabinet Secretaries and Accounting Officers to provide clear timelines for clearing outstanding claims and to explain the root causes of the persistent delays, including issues related to documentation verification, funding allocation and system inefficiencies.

Parliamentary records and public reports have previously documented challenges in pension administration, including cases of delayed gratuity payments, incomplete records and the need for continuous data cleaning to eliminate irregularities. Mogaka stressed that while efforts to sanitise the payroll and improve systems are welcome, they must not come at the expense of genuine beneficiaries who have already retired.

He appealed to the government to treat the matter with the urgency it deserves, noting that many affected retirees are advanced in age and rely on their benefits for medical care, housing and daily upkeep. Prolonged delays, he said, undermine the dignity of former public servants and erode public confidence in government institutions.

The West Mugirango MP further urged colleagues in the House to support measures that would strengthen the pensions framework, ensure adequate budgetary provisions and introduce stricter timelines for processing claims. He said Parliament has a responsibility to oversight the Executive and protect the welfare of citizens who have served the nation.

Mogaka’s intervention adds to ongoing national conversations about the efficiency of public sector retirement systems. Retirees from various cadres, including teachers, civil servants and other public officers, have over time petitioned Parliament and relevant authorities seeking faster processing of their benefits.

As the National Assembly continues its oversight role, the call by the West Mugirango legislator places renewed pressure on the Treasury and Pensions Department to demonstrate tangible progress in clearing backlogs and restoring timely payments. Retirees and their families will be watching closely for concrete actions that translate parliamentary concerns into relief on the ground.
